How to Find the Owner of a Vehicle by Number Plate in India

Short answer: there's no public tool that turns a number plate into a name and phone number — and that's by design, not a gap. Here's what's actually possible, depending on why you need it.

What MParivahan actually shows you

The Ministry of Road Transport's official app, MParivahan, lets anyone check a vehicle's registration status — class of vehicle, fuel type, registration date, fitness and insurance validity. It does not display the owner's name, address, or phone number to a general search. That data sits in the Vahan database, accessible only through official channels.

Your real options, by situation

1. Genuine emergency or accident

File a police complaint. Police can pull registered-owner details from the RTO database as part of an official investigation — this is the legitimate, fast route for accidents, hit-and-runs, or safety threats.

2. Civil dispute or legal matter

A court can direct the RTO to disclose ownership details as part of legal proceedings. This is slower and typically requires a lawyer, but it's the correct path for disputes serious enough to need one.

3. RTI application

You can technically file an RTI request with the RTO for vehicle owner details. In practice, most RTOs now deny these under Section 8(1)(j) of the RTI Act, which exempts personal information unless there's a clear larger public interest — a blocked driveway generally doesn't meet that bar.

4. Everyday situations — blocked vehicle, minor dispute, wrong parking
